July 2010 Update: Huntington Beach has been named a 2010 Smarter City for Energy. Read the article.

Two things are of paramount importance to the typical Huntington Beach resident: beautiful, scenic landscaping, and killer surfing conditions—which is why it comes as no surprise that the Orange County city is dedicated to conserving water and preventing urban runoff, especially in the face of a drier-than-usual climate.

Effective January 2010, the city passed a strict water conservation ordinance, which, among other provisions, prohibits irrigation during the hours of 9am and 5pm when the hot sun evaporates much of the water before it benefits the plants it was intended for, prohibits using water to wash paved surfaces, and requires restaurants to serve water only upon request.

To encourage water conservation among residents, the city has launched Save Our Water, a website that provides information on California’s water shortage along with tips for conserving, and is offering rebates for implementing water-saving devices, like high efficiency clothes washers and rotating sprinkler nozzles. Recognizing that more than half of the water used by California residential water customers is applied to lawns and landscaping, the SoCal Water$mart program is also offering rebates for turf removal.

Water conservation is only one part of the city’s focus on sustainability initiatives, which also includes a targeted effort to reduce municipal energy use, through energy-efficiency retrofitting of city buildings, motion sensor lighting in buildings and parks, and large scale investments in solar energy, including a three megawatt plant set to begin construction this winter. The efficiency upgrades alone are expected to save the city over $175,000 a year in energy costs.

Aiding the city in it’s efforts is the Huntington Beach Planning Committee’s Green Subcommittee, which is helping develop a green building program in Huntington Beach and provides green building informational support to homeowners and building professionals, and the Environmental Board, a voluntary organization that studies environmental issues and threats in Huntington Beach and provides recommendations to City Council.
