Petaluma, California
In 1984, the City of Petaluma created the mission-driven Housing Program with a goal of making 10 to 15 percent of housing affordable; it has since exceeded this goal by providing a 22.5 percent share of new housing.
The Community Development Block Grant program focuses on housing for those with special needs, including the elderly, homeless, and those with disabilities, and the city works with community-based nonprofit agencies—including the Housing Land Trust of Sonoma County and the Boys & Girls Club—to address these needs.
